That's an easy question to answer. Nobody, has, or will ever have any idea where any other volunteer will be working.

The activity isn't sequential -- I can review a Natural History website at the same time as someone else is reviewing a Literary website....or even if nobody else anywhere was reviewing any websites. Each of us can focus on what we're doing, without being bothered by a list of several thousand other editors' priorities. That's much more efficient.

Since we don't need to know that information, there's not any system for trying to gather it. And thus, nobody ever knows.

You might like to re-read our submission guidelines which require that a website be suggested to the one best category. Suggesting it to multiple categories causes more work for our editors, thus contributing to slower response times for everybody :(.

We have ways of dealing with such behaviour of course, if done to excess.

Also, a re-suggestion to the same category overwrites any earlier suggestion, thus neatly putting it back to the bottom of the pile (if some editor sorts it in suggestion date order).
