Sorry, the site should never have been listed in the first place. It was our mistake; that mistake resulted (as it often does) in misunderstandings of our policies (both for the webmaster and for other webmasters who see an inconsistency).

People do it better ... but not perfectly. When several thousand sites are being reviewed daily, even a 1% error rate adds up quickly.
