Site won't submit!

I've tried to submit my site, but when I click on submit, I doesn't seem to go through. The status bar just gets half way through, then stops. Is there a problem with their server?
Is this a common problem?
Is my submission likely to have gone through?
Will I be penalised if I resubmit?
Is there a number so that I can speak to someone?

Your submission has come through at least twice - both times to http://dmoz.org/Regional/Europe/United_Kingdom/Travel_and_Tourism/Reservations - both times an editor reviewed the site and found that it did not meet the criteria for inclusion specified in our guidelines.
