I'm sorry to spring another question, but something ive seen got me thinking.

If an editor reviews a website and see's evidence of spam would the editor reject the website or would they let it go through because of its content, design, useability etc.

I've just seen a site in one category that has horrendous spam, basic stuff, hidden text.

Editors review based on what the site looks like to a human or an editor, ignoring sneaky java scripts, hidden text, spammed keywords, metatags, etc.

However, spamming with multiple submissions to ODP may not be ignored.

We aren't search engine spam police. We penalize only "directory" spam -- doorway pages, affiliate sites, vanity domains, fraternal mirrors, etc.

We don't even penalize sites for design. If we can view the site and find the content, that's good enough. I've listed some truly horribly-designed sites. I wish they were better designed, but they had unique content.

For that matter, I've listed very few well-designed sites. They just aren't very many of them.
