Starting off - no instruction anywhere

I am getting extremely frustrated and angry. I have spent several hours now trying to submit my site but the instructions are nowhere to be found. I have been to almost every corner of the site that I can and each time I think I am getting somewhere the instructions disappear midsentence. Here is an example:

I have a young toddler to care for as well as trying to sort this out and it is no joke. I am not really very knowledgeable about computers. I am trying to learn as I go along.

Does everyone have this problem with this site or is it just me? Is anyone going to help me?
