This category is listed as needing a volunteer and last updated in April. The category above also needs a volunteer and also has not been updated for quite some time.

My guess is that the newsletter may not be accepted because it is not a top level domain, I welcome feedback about this. The url was submitted in the spring.

I am not to familiar in that area, but I guess you are right about acception. Deeplinks are an exception for extremely content-rich sites, not the rule.
