"Spam-ridden" means that many people are submitting sites that shouldn't have been submitted at all -- and yes, spam hurts everyone on the net. The way it is hurting you right now, is that editors don't know ahead of time which sites are spam -- we have to look at them all. That delays site reviews. It also demotivates editors, who like to work where their work matters, which means somewhere you can easily find sites worth listing.
"Not going to be reviewed"? no. "Going to be reviewed quickly?" Probably not.
If you think of editors as bureaucrats in the auto license office (yes, we have them here in the U.S. also, bureaucratese is the same in every language) whom you are trying to talk into giving your pet a free flea inspection, then you'll probably have a better idea of the situation.
