I submitted http://www.aupairconnect.com about 6 months ago. Several categories above it and itself have no editors. I'm wondering if anybody ever looks at these categories.

Yes they do, but it would have to know exactly which specific category you submitted to. Include the details as a clickable URL path in the form of: http://dmoz.org/Regional/Europe/United_Kingdom/
It would have been helpful if you provided a clickable link to the category like http://dmoz.org/Home/Family/Childcare/Au_Pairs/ . That's were your site is actually in the queue, together with about 100 other sites. Just be patient, even if there's no local editor there are still more than a hundred editors who can edit in this category. Eventually someone will have a look at your site.
