The site http://www.strongestlinks.com (Strongest Links) was submitted and was showing (as I recall) in http://dmoz.org/Computers/Internet/Web_Design_and_Development/Promotion/Link_Popularity/

I don't see there any more. May I ask what happened?

There is no indication it has ever been listed. Must have been another directory you saw it in.

A suggestion to list that site was received, but a listing was declined.

The site provides a unique and useful service which no other site, to my knowledge, does. Isn't DMOZ all about listing such sites?

The site did not reach the high standard required in terms of original quality content. When your content has improved substantially relative to early December sure you can suggest the URL again, making sure to note the description that you have improved the content. Like this, at the end of the description: [note to editor - additional content added to site since last submitted]
