I first submitted my site about a year ago now, and have tried again several months ago and so I'd appreciate it if someone could let me know where's its gotten to.

I don't see that url waiting in that category, nor has it been moved or deleted. You either suggested it elsewhere or something went wrong. If that is the single best category for the site, you may resubmit once and return to this same thread in one month. Thanks.

It was approved by an editor with limited authority (what we call "greenbusted"), and that approval is awaiting review by another editor.

I'm afraid you'll still need to wait 6 months before asking for status here, but the site might be listed at any time.

So if there's no editor in that section (which there isn't) then it's a kind of two step approval process? Any way of telling when the first happened so I have an idea if it will be the full six months again?

Some editors have full permissions for a category, some have only a limited permission. In the latter case, it is in fact a two step process. The first step was done on February 20th. I hope the second one will be done soon.
