I submitted on Feb. 27, but it looked like the servers were having problems(detecting IP?), so I tried again on April 16, again not sure if it got submitted, just found this forum.

Your site did make it to the queue on your resubmission on 15/Apr/2003, no need to resubmit. ODP is in the process of installing new equipment, which should take care of the problems like you experienced <img src="/images/icons/laugh.gif" alt="" /> . You can check on the progress of your site in a month if you don't see it listed, please use this same thread if you decide to do so.
