No category is without an editor -- all editors listed on its parent categories can edit there. Several dozen editall+ editors can also edit there. Someone will visit the category and review the submission eventually.
Note that sites with regional interest can be submitted to both a topical category (like this one in Society) and a category in the Regional tree. Some sites (e.g. most online shopping) are listed only in topical, others (e.g. real estate agents) only in Regional/.
You could consider a second submission to
http://dmoz.org/Regional/North_America/United_States/Massachusetts/Localities/C/Canton/Business_and_Economy/
where it has a chance of being reviewed more quickly. It won't negatively impact the existing submission (and in fact, the site might be appropriate for listing in both). The same advice applies, for example, to
http://www.sundesigns.ws/ -- submit it to best existant subcat within the locality.
(In most cases, submission to the single best topical and single best regional cats doesn't come across as spam.
