Judging from the size of the category and the queue, I'd say the category as it exists would be totally useless if all the sites in the queue were added to it. So any editor sitting down to work on that queue would probably have to first plan a reorg of the category itself.

Lots of work. Expect long delays, and considerable churning before any significant numbers of sites are added.
