It is not pending in either of those categories, it appears it was reviewed a long time ago but no editor has touched it since 2001. So, if you submitted it wasn't in those areas. In addition, it can't be listed under Regional/North_America/United_States/Business_and_Economy/Shopping although you could submit it to http://dmoz.org/Regional/North_America/United_States/New_York/Localities/E/East_Chatham/

It was denied a listing in 2001 from Recreation/Tobacco/Cigars/Directories. That is all the information I have available. If it belongs in http://dmoz.org/Shopping/Tobacco/Cigars/ (I did not look closely for the content, just for an address to discuss the regional area) please resubmit.
