No way to tell, no intelligent way to estimate. A cat can sit idle for a year and then some editor takes it on and cleans it up in a few days (or weeks, or months) time.

Or the editor takes a look at a given cat and decide that rather than taking on that particular mess, this might be a good time to grab the Dremel tool and see if it is possible to give oneself a root canal in the privacy of one's own garage/basement.
