The previous answer still applies.

They will be reviewed at some point - but there is no guarantee as to when, maybe anywhere from minutes to years.

No change in status.

Resubmitting just adds to the general effluvia, and either has no effect, or might cause you to get reviewed slower [if it replaces your current submission], or might just annoy an otherwise happy editor who has to remove a duplicate.

No, spend your wasted hours reading the submittal policies, not violating them. But do track down whoever who suggested it to you, and burn his kennel down over him.
