I'll answer your other question, though: There is no such thing as an editorless category. The vast majority of categories do not have a named editor, and they are still being edited. The reason is that every editor higher up in the category tree (Regional/Europe/Spain/Autonomous_Communities/Valencian_Community/, Regional/Europe/Spain/Autonomous_Communities/, Regional/Europe/Spain/ etc) can edit every category lower down in the tree. In addition, there are a couple of hundred editors who are able to edit anywhere in the directory.
This means that there is no other category you can submit to to make it more likely for an editor to look at your site. On the other hand, if you do submit to a category that is not a good fit, the editor who finds it there will not review your site, but move it to the catyegory you should have submitted to in the first place. We cannot say this often enough: you do yourself a serious disservice by not submitting to the best category for your site! Forget the number of editors listed for the category. It is possible that in a category with four listed editors two prefer to work in other areas of the directory, one just had a baby and has no time to edit and the fourth is involved in cleaning up spam rather than reviewing submissions.
Honestly, the only thing you can do is to be patient. We're not saying that is fun, or that it feels meaningful, but there is really nothing else you can do, apart from working to improve your web site.
