Why would you take over a URL belonging to a known spammer?

That's like buying a grow house that's been raided by the cops. The rot gets lodged in the woodwork and you just never know when it's going to collapse.

My take on the trail is that the site had been rejected, multiple times, by editors for the usual reason -- inability to find anything unique in the content -- long before the promoters aspired to spamming superstar status.

So, no, the real problem wasn't either the owners -- maliciously deceptive as they were -- nor the promotion programs -- obnoxiously perserverent as IT was -- but the simple fact that the site is a kind of site we have grown more and more particular about listing.

So, no, new owners and new marketing strategies are irrelevant. And, in fact, whenever anyone even mentions marketing strategies, editors are likely to react like a squad of marines hearing the shout, "incoming!".
