You might also suggest your site to http://dmoz.org/Regional/North_Amer...vine/Business_and_Economy/Financial_Services/ as

• We consider insurance -- even health insurance -- as a financial service.
• In Regional, we list almost all businesses according to their office locations.

This is not a guarantee that the site would be listed, but it doesn't violate the guidelines, if the site is listable at all.
