It is possible for a site to be listed in a topical cat and in Regional independently. Make sure that on the site it is evident that you have regional significance, though. What's in the suggested description won't cut it unless it is supported by the content on the site at the time of review.

Is there any possiblility of changing my application to the suggested directory? Or must I wait untill/if my website gets accepted.

What I was trying to say is that you can submit to Regional in addition to the topical cat. That's what "independently" means.
