I've submitted http://www.msnblockchecker.net in :
http://dmoz.org/Computers/Internet/Chat/Instant_Messaging/MSN_Messenger/
Few weeks ago, but no news...
Also note this website is the new version of http://msnstatus.apinc.org which is still listed in dmoz directory but deprecated (and i can't set up a redirection, so this url is linking to the home page of the association which previously hosted the site, this is a cool association but nothing to deal with msn block checker
)
If the editor is over booked, i'll wait, i hope no problem because server hosting the new website was down for 2 days...
