Your submission was received and is awaiting review. When that might take place is impossible to say but you can ask again in 6 months. However, I wouldn't hold out too much hope, personally I would not list a site that comprised nothing more than a collection of links. But that's what directories are, collections of links, and the ODP is loaded with them. While you may not list those sites, other editors certainly will and with good reason in that "Guides and Directories" is an official category title that exists in nearly every Regional category including continents, countries, provinces and cities. So declining a site for being a directory is not a good enough reason given the structure of the ODP itself.

I agree that directories do not contain the kind of "unique content" that is usually preferred for inclusion in this directory, but they can be useful especially for niche areas. If you really don't want to add sites like these, I would suggest the ODP drop entirely category titles with the word Directories in them. But as long as they exist, then people like Justine will continue to suggest sites for inclusion - and why shouldn't they, the directory cat's are right there all but asking for sites to be added. (Actually, they do just that by way of the Suggest Url link that almost all Dir. cat's seem to have.)

Some do, and personally I have listed many guides and directories that added value to the project.

I will not discuss this particular site so this is a general comment only, and again, my personal opinion. If you were to create more or less a clone of one of the DMOZ categories, or from Yahoo, etc. or a page from your local phone book, then of course that becomes an online directory, and we have categories in DMOZ for directories. So indeed, why shouldn't people submit them. Well that doesn't pass the line for unique content, even in a category for online directories. Show me something different and I'll seriously consider it - structure, features and functionality, focus and scope, style (meaning usability), inclusivity, additional information, and so on. There are many many ways of making a directory "unique" as far as its intended target users are concerned. Broad, generic, national directories are very difficult, in my opinion, to pull off in terms of presenting something different to what is already available with far deeper coverage. Though I'm always happy when someone does pull it off - it means standards are rising. Show me a site listing all the nocturnal one-armed jacuzzi fitters in Panama, with personal profiles on each and some articles about the difficulties of fitting jacuzzi's with only one arm in the dark, and an ability to search the site by the fitter's shoe size, and I might be very interested! Maybe a bit unlikely but you get the point... (and my apologies to any nocturnal one-armed Panamanian jacuzzi fitters who may be reading this post and wondering why their site is still waiting for review).
