The editors' guidelines are public. Note that our clock begins ticking when the site goes online, not when it's submitted. The submittal date is irrelevant and inconsequential when reviewing a site for listing. (After all, some spammers submit lots of URLs without actually creating any sites -- hoping that they'll have the sites created by the time we review them. We have a quick bypass to the bit-bucket instead.)
