The site is waiting there for review.
As for "why isn't it automatically provided?" there are two obvious issues.
One is, that we can't figure out why honest submitters would ask about a site submittal ... the answer has almost always has no value at all, since it can't possibly change their future actions in any useful way. (Of course, we KNOW why spammers ask -- to figure out how and when we spot their stuff, so they can be more devious next time around.)
But, of course, whatever value that would have for submitters, it can't have any value for editors. And the dmoz.org functionality is designed to help people build the directory...
It's easy, I trust, to see how functionality that hardly ever really helps anyone but spammers isn't the absolute top priority of the ODP developmenet staff.
