Don't submit it again. If you hadn't done multiple submissions, I'd suggest you look through the directory for
the best category and submit it there, but, at this point, it would probably be counterproductive for you to resubmit.
2. Editors usually try to find the best placement for a site. If it's under the category it was submitted to, it
might be published there, rather than placed in the "waiting for review" area. If it's not, and the editor can figure out where it belongs, it would be moved there, and almost always placed in the "waiting for review" area. If it's not there, and the editor can't figure out where it belongs, it might be moved to an internal "Misplaced" area for a more experienced editor to figure out where it goes.
I've been known to delete a site when I can't figure out where it goes, but it was wrong of me.
