I've submitted my site maybe twor or three times over the last 7 months to the following category:

Can you tell me if or when, why or why not this site ever be included?

A submission is awaiting review in that category. The other submissions you made to other categories have bveen removed.

As to your other questions:
If it will ever be included: I don't know - an editor will review the submission
When it may be included: Not possible to say, I'm afraid, since all editors are volunteers.
Why or why not the site has been included: It simply hasn't been reviewed yet.
