I realise the site may not have been of high enough quality at the time of submission. The site has grown considerably now - how would I go requesting another review - should I resumbit the normal way?

Yes, if you believe that there has been enough of a change, resubmit. Put a note in the description that says something like "Site redesigned" so that an editor doesn't reject without looking at it.
