I am at a loss. I have submitted my site - www.bluelinermarketing.com over 3 times in the past 9 months (waiting in 3 month intervals)..but have had no luck getting listed.

Our company is a full-service marketing agency specializing in Branding, Public Relations, Internet Marketing, and Business Consulting. I have submitted to the following categories:

http://dmoz.org/Business/Marketing_and_Advertising/Branding/
http://dmoz.org/Business/Marketing_and_Advertising/Public_Relations/Agencies/B/
http://dmoz.org/Business/Marketing_and_Advertising/Internet_Marketing/Marketing_Services/

BTW, We focus on all the above categories equally. Any advice on category choice and status listing of the web site would be greatly appreciated. Thanks.

When a decision is made, you'll see the site listed -- or if rejected, the same practical effect as if you hadn't submitted or were still waiting .... so there's no point in knowing which is the case.
