Please look out for a more specific category. What about Business: Telecommunications: Equipment: Suppliers: Vendors: Regional: United States: New York?

Besides that, you may also submit your site to the appropriate Regional category, probably Regional: North America: United States: New York: Localities: R: Rochester: Business and Economy: Industries: Telecommunications.
