Q) Is there ever any way to go about getting a site listed?
A) No, there is never any such way. The ODP submittal policy quite clearly and explicitly states that no site is ever guaranteed a listing, and explains how even a site otherwise eligible for listing may be rejected as a result of webmaster abuse. So there is a way to make sure a site is never listed, but there is no way to make sure it is listed.
All you can do is request that some editor review it, considering whether and where it might be listed.
Q) OK, is there any way to force an editor to look at my site now, or at least before other sites?
A) No, there is no such way. Neither you as a submitter, nor the spammer down the street, nor the other editors, nor AOL and its appointed representatives, have any such power. The editing community we have is comprised of editors that LIKE working in that mode, so this is not something that will ever change.
