In our webaliser log, but can't find the site listed?

There are a dozen reasons why sites may be accessed without them being reviewed. In this case it is because the site was being moved. It currently awaits review in http://dmoz.org/Regional/Europe/United_Kingdom/England/Shropshire/Telford/Society_and_Culture/ - if a site has been reviewed and accepted you will be able to tell because it will be listed a few days/weeks later depending on when the public servers update. If it has been rejected or moved again or merely checked to ensure it has been moved to the right place, etc. you can ask here in this thread in 6 months time. But whilst you don't see anybody access it again it means absolutely nothing has happened, accepted or rejected so there is no point in asking. Hope that helps.

Thats the wrong category for this site, it is an official Conservative Association and nothing to do with culture or society.

It is just the same as the other listing in that category accept that its for a different town, in this case Telford.

No it isn't wrong. The decision as to which category a site is listed in is down to the reviewing editor. Neither category appears to me to be wrong, both could be right, the site might be listed in one, it might be listed in both (can happen to UK listings). It might be rejected and listed in neither. Your problem is that you don't understand how sites in the Regional branch are categorised, editors do, so please leave it to those who know what they are doing. Thanks.

I ain't touching that straight line with a three-meter pole.

Normally, though, we consider politics, as well as regional associations, to be aspects of society. Also culture isn't just elite entertainment -- it's the sorta-scientific (sociological) concept of "anything that people do together or do alike or teach each other how to do."
