It is ineligible for listing, for the usual reason -- absence of unique content. Read the submittal policy, and note that it is not supposed to be a comprehensive list of all the ways that sites may bulk up on verbiage while avoiding any danger of accidentally creating content -- in order that you may infallibly gain a listing by committing an as-yet-not-proscribed flavor of plagiary.

Instead, the submittal policies describe what we are looking for, and merely mention some patterns that webmasters often follow when creating content-free sites.

Read from that perspective: you should easily see several "content-free form" websites that yours is very like.
