It has been decided not to list it. We won't discuss the reasons here, but study of our submission guidelines should give you the answer.

You can send it, but don't expect a response.

We do not go into great detail on why sites are rejected, and too many of us have been burned by overanxions webmasters who turn exceedingly ugly when they don't get the answer they want.

Further, there is nothing that we would say privately that we would not say publicly and are suspicious of anythign a webmaster has to privately that they cannot say publicly.
