>I fear I have done what most others have done and I have resubmitted the site througout time within the last few years.
Water under the bridge, mon, water under the bridge.

>The site has been up and submitted since 2001 and I am still not indexed.
Au contraire. It IS indexed. In the appropriate category. We try to put categories of local brick&mortar-laden entities in the most geographically specific category possible.

>Should I resubmit to the other category?
No, never. Whenever you submit to category A, and the listing shows up in category B, it's a cinch that what happened was: the editor decided it did NOT BELONG in category A, and moved it elsewhere...and eventually it was bounced to a category where (in the local editor's opinion) it DID belong. End of story. Further submittals to category A would be spam.

If you can really prove the site is in the wrong category (say, the apartment complex in question extends beyond the city limits, and the county boundary, and spans the entire state or large regions of it (which I personally regard as highly unlikely in this case) then the next step is to submit an "Update URL" request for the site in the KC category, and request that it be moved elsewhere, mentioning the evidence and showing how it can be found on the website.

Thank you Hutcheson for your time responding. I am unable to pull the site up with the URL or the keywords typically associated with my site for whatever reason. I will update the URL and ask that it be moved.

I am extremely thankful my site is even listed.

Thanks again for the responses Nea and Hutcheson =)

The public-side dmoz.org servers are experiencing difficulties. Within 10 days after they return, the site will be there.

Once we editors make a change in the editor side, the process is (1) out of our control, (2) automatic and inevitable, but (3) with unpredictable time delays as various other automatic processes either run successfully, fail to run, or run to fail. Sooner or later they'll run successfully. And in the meantime we'll be reviewing other sites.
