Well, we can either put every single site in the most popular category, or we can put every site in the most specific category that it fits.
The former approach is called a "free-for-all link farm." There are thousands of them on the net. Feel free to submit to them all.
The latter approach is called a "directory." And in answer to your question, we think it is a much better approach. But if you disagree, the others are there waiting for you.
Now in English, there are really only two large directories, and we are (by about a factor of three, IIRC) the larger. The largest directory has the most specific category breakdown, so your site will probably be in a more specific category here than anywhere else on the net.
As to the second question, the short answer is "we can't possibly know how long it will take." But our experience is that regional categories usually have shorter waits, not that that makes any difference to us either. If you're looking for zero wait, see "FFALF" above.
