Sorry! Here I thought I was being so careful too!
I assumed when I read "Wait at least one month after you last (not first time)" It was OK to check since "it was my first time" I had a problem and didn't want to submit twice.

Maybe I shouldn't have tried to do this at 3am! I was trying my best not to waste you folks time and I ended up doing just that! Again Sorry.

Oh, thats OK, to be honest I never considered it could be read that way.
"Wait at least one month after the last time the site was suggested, not one month from the first suggestion, whether or not the last suggestion is the first or additional suggestion." just seeems a bit wordy, if more exact.
Believe me we are much more forgiving of errors of interpretation than deliberate attempts to push the envelope ("I know it's only been 5 months since my last request, but I'm going in to hospital tomorrow for 6 weeks and will not be able to check in a month, can you please, just this once, let me know if my site has been listed, as it will be my wife/sister/mothers only source of income if I don't make it back out of hospital")

I might add, that two submittals of the same URL in a short time to the same category are EXTREMELY unlikely even to be noticed as separate submittals by the editor, let alone punished. (After all, the submittal policy explicitly allows two submittals if you don't think the first one went through. And we can hardly ding people for FOLLOWING the policy.)

Submitting to three different neighborhood categories, or submitting different subpages/doorways/subdomains/shards of the same website -- now that gets into malicious territory, and that's why the rules are so explicit. But YOU weren't going there anyway (and in fact, one has to be a pretty self-centeredly and offensively rude person to even think doing those things is a good idea. If you've thought at all about how the ODP works and how editors will react, you won't even have considered those things anyway.)
