What could be the reason that the review takes such a long time (9 month)? Maybe the .de domain? But the site is available in english and german language. Could I submit it again in the World/German cathegory or would this be spamming?

For multiple languge sites you can submit to any language that is supported. (For other readers: We do not list machine-translated sites because they are annoying to read. But if you do provide the content in different languages, its worth multiple listings).

Why it takes this amount of time? A Mixture of the number of submissions to an asrea and the number of editors around.
