I submitted my website to DMOZ on 17 Jan 2003 at http://dmoz.org/Regional/Asia/Thailand/Business_and_Economy/Computers_and_Internet/Internet/Web_Design_and_Development

My site still don't get listed. Is this normal or unusual case? How can I tell whether this category has an editor or not? Should I change to the other category which has more editor?

Site is waiting to be reviewed along with a little over 50 others.

It is not unusual for a site to wait to be reviewed. Whether or not a category has a "listed" editor, it is still editable by many other editors.

If this is the "one" most appropriate category, submitting to another will only further delay review because it will first be necessary to move it to the correct category.

My advice is to be more patient and it will be reviewed in due time.
