There is a general question that can be answered here.
The submittal guidelines say that if a site is not listed within 6 weeks (although I personally think 3 months is more reasonable), then you may submit it again.
This doesn't cause a great deal of harm, at the worst. If the site hasn't been reviewed yet, the new submittal replaces the original one. If it has been rejected accidentally (yes, it can happen) the second submittal will cause a re-review. If it was rejected on purpose, one more rejection isn't that much effort for an editor.
Now, the idiots who, on the basis of this guideline, submit their affiliate/MLM site every 41 days -- are setting themselves up for an eternity of sisyphean labor....but that's not what _you_ asked about.
But also, if you want to know exactly what has happened to that particular site up to this very day, yes, go ahead and ask in the other forum.
