submission guideline question

I was looking through sites listed in a certain category dealing with sites that are mostly designed for marketing. Among the sites, I noticed one that had no content and requested those who are interested to pay a certain subscription fee in order to be directed to a different site which contains all the content. Is this allowed in the ODP? I was under the impression that it is not, but I would just like to double check. Thanks.

It depends. If you truly feel these sites do not meet our guidelines post the urls in the Abuse forum in the Hijack thread and a volunteer editor will probably look into the matter. Make sure you list the title of the site in question in your post as well as the url of the site and the category it is listed in. This will help us to check quickly. Thanks.
