Submission question

I wanted what is the general policy regarding submission to a category where there are no editors.

Question 1: Would the submission wait until some one is appointed as an editor for the category? or does it fall in hands of the editor managing a level-up directory?

Question 2: If in case there is no email from DMOZ after three months, is it ok to apply for a different category that does not have "volunteer to edit this category"? Would the resubmission be considered spam in that case?

Our FAQ addresses this question, but in short, submit to the single best category and pay no attention at all to whether or not an editor's name is listed. There are several hundred editors who can edit in any given category.

Second, ODP does not do any form of e-mail notification. Again, our FAQ addresses the waiting time, but submitting to a second category because one perceiveds tha tthe first category is both a form of directory abuse and counterproductive because the incorrect submission is simply going to get moved.

Best bet is always to submit once to the single best category regardless of anthing else, and then wait, recognizing that in some categories the wait time exceeds three years.
