There is a link in Home: Personal Finance: Tax Preparation to an epinions.com category which no longer exists as a single entity. I believe there are two links at epinions.com which cover the material that used to be covered by the specified category. How should a change URL request be submitted?
To answer the general question first, there's an "update url" link at the top right of each category page to request changes to existing listings.
But for the specific question, I don't think this change would be made. We won't likely list two pages of the same site in the same category, and the page that's already listed seems to provide a way to get to the relevant resources.

Well -- it redirects to a point above ONE of the possibilities -- perhaps just the description (and URL) should be changed to match one of the possible successors to the existing (as visible in the public directory, anyway) URL.
The content on the "tax advice" page is easily accessible from the other page.
