i have submitted the site http://www.annecy-pratique.com/index.php in category http://dmoz.org/World/Fran%e7ais/Loisirs/Tourisme/Guides_et_annuaires/ , but it dont appaer in dmoz.

I see no record of any submission to that category. I doubt it would be listed there, as the only content I could see is for a single town. This category is for more general guides covering wide geographic regions.

However, your site was deleted from unreviewed for a lack of sufficient content in May, 2003 in:
http://dmoz.org/World/Français/Régional/France/Régions/Rhône-Alpes/Haute-Savoie/Commerce_et_économie/Gastronomie_et_alimentation/Restaurants_et_bars

The main URL (without index.php) was also deleted for being under construction in May, 2003 in:

In general, sites containing information that could be obtained from a telephone book are not listed by the ODP. Sorry.
