The usual "directory" comments apply: are surfers and businesses better off being directed to one of the dozens of directories already listed there, or diverted to a new virtually empty one? The answer is a no-brainer. So in order to be worth listing, a new directory needs to be one of the very best in the category (the worst wouldn't be listed today, and would probably be deleted if re-reviewed) or must have an identifiable unique focus or feature.
As the available directories improve, the bar for new listings and the bar for non-terminated listings will keep rising, and in fairness I should warn you that only concentrated, extraordinary effort can overcome this expanding deficit.
If in developing a directory, you don't feel like the Red Queen in "Through the Looking-Glass" (have to keep running faster even to stay in place), then you really don't understand the game.
So, I can't say this site (or similar sites) will _never_ be listable, but for every single unlisted directory site, I'd certainly give anyone good odds in that direction.
