Rejected: at the time, apparently, all links seemed to be non-working. (Understandable on the part of the editor, it looks like 50 out of 51 are still disfunctional. That kind of massive overcategorization -- 51 categories, two pizzley links -- makes you look very bad. Of course, violating the ODP submittal policies by submitting before the site is ready for business also makes you look bad.)
You can re-submit. You might mention in brackets at the end of the proposed description [we actually have some content this time...]
I would very strongly recommend also providing a text-based category structure, which showed only the states that actually had courses, and in parentheses after each state showed the number of courses. (Sort of like ODP categories, if you want to look at a well-designed user interface
) If you do that, the editor won't look at five different states and (with 90% probability) reasonably conclude that there was in fact no content -- when there actually was something in one of the other 46. That would also improve the site's usability for limited browsers or people with limited vision -- which, by the way, includes ODP editors keeping late hours.
