I have dutifully waited the required 6 months, any help would be greatly
appreciated. I have not seen any changes in this particular category
since I started watching it. Could it be that this person no longer helps
you guys out?

on 11/Oct/2004 an editor tried to review the site and it wasn't working, and thus couldn't review it. They left it there for a future review, though.

A submission to category http://dmoz.org/Recreation/Outdoors/Directories was declined by a reviewing editor in favour of the category you named.

Please don't make any more suggestions of this URL - it won't speed the process up at all, and may further delay it.
