All we have is an experienced editor's word that there is some submittal left somewhere in Shopping. We can't check. I trust the editor, but (as in any human activity) there is always a tiny possibility of error. There's no reason ON RECORD that the site couldn't be reviewed and listed -- but since it hasn't been reviewed (just mole-whacked), that doesn't really tell us anything.
There is no "back of the line" because there's no line.
I'd strongly recommend two things:
(1) Do NOT resubmit.
(2) DO check the status in six months. Because of the site's history, there's a SLIGHTLY greater chance it'll be turned down without a full review (by an inexperienced editor, who sees the long trail of mole pelts and just whacks one last mole.)
I don't want to arouse galloping paranoia. The site may not be listable. It may get turned down fair and square -- that's what happens 99+% of the time. And if it gets deleted without a review, it'll almost certainly have been an accident, and no fault to the editor. (I've made that kind of mistakes myself.)
I don't normally recommend people check back. The process usually works. But where submittal abuse has made life difficult for the editors, or has forced the editors to take up the mallets in self-defense, ... it may be worth checking back. Just bump the thread in six months.
