I never noticed those guidelines and after reading them I totally agree with you. The site does have a lot of useful information though and the owner would like to get listed in DMOZ. She is currently restructuring her site. May it be resubmitted when she is done?

Of course you can. It might be wise to add a [comment to the editor] to the description, stating what was changed. Be adviced that we stop trusting those comments if they aren't true.
