Not eligible for listing.
The reason is a flavor of "insufficient unique content" (well, rejection is basically ALWAYS for some flavor of "IUC".) This form is a little more subtle than most (and we get a LOT of sites like this submitted), so I'll try to explain so as to perhaps dissuade the next spammer.
We call this a "lead generator" site. Its purpose is not to give out information, but to collect information: in the quest to illuminate the universe this is not a candle but a black hole. We only list websites that GIVE information (for, of course, a rather broad but not all-inclusive definition of "information".) So it's obvious that this site is no more worth listing than a blank page or 404 error code -- it gives the same amount of information.
If we were to consider listing these sites (which, as I say, we won't) then we'd have to consider which ones to list: and there is no way of looking at a site to tell that. This fact is what led us to realize we shouldn't be listing such sites at all.
But we took a long time to figure that out, and I personally feel a little bit stupid for taking so long to notice such an obvious and critical fact. (As a partial excuse, I can only say that the submitters of this kind of site as a class included the most viciously _deceitful_ submitters I have ever dealt with.)
Summary: lead generator site == instant rejection with the most extreme prejudice conceivable.
I should also mention that this is not a reflection on the legitimacy of the company or the morality of the webmaster -- whatever our experience leads us to presuppose about those, we know that some legitimate companies have created such sites. It is simply based on the nature of the website.
