We can't answer that question. Given its history it is probably waiting somewhere in the Directory for a review but it has been rejected for inclusion in a number of categories around and including the one you mentioned. Usually the reason for rejection is that the site fails to meet the ever increasing standards we apply for quality and originality of content. The other main reason is that it has been spotted waiting for review in another category. I can't tell which, maybe both.
